BLOOMINGTON -- The new Safe Harbor homeless shelter is better than Salvation Army Major James Beardsley ever imagined.
"When we met in 2002, we were considering a small building on one-quarter of this lot - just enough to house the number of people we had then," said Beardsley, who attended a ribbon-cutting ceremony at the new shelter, 601 W. Washington St., Tuesday.
"This is better than our dream. When they (clients) come from the other building, this will seem like the Taj Mahal," said Beardsley. He was the Bloomington Salvation Army commander from 2000 to 2005 and is now the agency's Heartland division secretary.
The Salvation Army started discussing replacing Safe Harbor, 212 Roosevelt Ave., in 2000.
"This day seems like it has taken forever, but its here," said Capt. Scott Shelbourn, who has been commander of the Bloomington Salvation Army since 2005.
The new facility, which will serve 42 men and 14 women - with the capacity for more - is expected to be open to clients by April 17.
Safe Harbor Director Tom Fulop said the 24-hour shelter will be a "one-stop center" for the homeless because it will incorporate services currently housed at Compassion Center in the basement of the Second Presbyterian Church.
Fulop said clients will have access to GED and life-skills classes, mental health counseling and job development.
Bob Lakin, chairman of the $2.5 million capital campaign for the new facility, said it the campaign was an effort by a lot of individuals.
"We got lucky, we were good and we were diligent," he said.
Mayor Steve Stockton said while it may have been almost a decade in the making, the facility will serve people for decades.
"It makes a great difference in our community," said Stockton.
Members of the McLean County Chamber of Commerce were among those attending the ceremonial cutting of the ribbon. A banner behind the ribbon said, "Success to You!"
