Programs and Services Available at The Harbor Light System
SUBSTANCE ABUSE PROGRAMS:
The Detox Unit admits individuals requiring reclamation from alcohol and/or other substance addictions to a sub-acute 3 to 5 day detox program, where complete physicals are performed. At the completion of the detox process, all clients are referred to appropriate rehabilitation programs. Detox programs have 24 hour admittance and are available at the Detroit, Macomb and Monroe locations.
Residential Treatment Programs for substance abuse treatment is provided to both men and women of all walks of life. The program is up to 90 days, and includes: assessment, a physical examination, and counseling. Counseling stresses education, relapse prevention, and cognitive behavior changes needed for successful recovery. Program participants will attend individual, group and didactic therapy sessions as part of their treatment.
An Outpatient Treatment Program is offered in Detroit, Macomb and Monroe as follow up to more intensive levels of treatment to clients who are assessed as able to maintain abstinence from drugs and alcohol in a less restrictive environment and with a support system. Clients are seen on an average of one time per week for individual sessions with therapist, as well as possibly attending group therapy.
A Day Treatment Program is offered in Monroe that provides 20 days of intensive outpatient substance abuse treatment. The program meets five days a week from 8 a.m. to noon and is appropriate for men and women with no complex medical or psychiatric problems.
The Monroe site offers a Residential Aftercare Program, also known as RAP. The RAP program offers an alternative to jail for those whose legal issues are substance abuse related. The RAP program can last from 3 months to 1 year depending on the legal authority who places the offender in the program. There is a fee of up to 35% of the offender's gross income for this program.
SUBSTANCE ABUSE PROGRAMS FOR SPECIAL POPULATIONS:
The Evangeline Center for Women and Children is a women's specialty program designed for substance abusing pregnant and non-pregnant women with children. The treatment includes outpatient treatment (OP) and intensive outpatient (IOP) treatment with optional domiciliary care. Women participate in a daily treatment regimen which includes individual, group, and didactic counseling. Mothers enrolled in the program may have their children reside with them if necessary. This program is only available at the Detroit center, but persons outside of Detroit and Highland Park can be admitted with a referral from SEMCA (the South East Michigan Community Alliance).
The Monroe Harbor Light site offers a substance abuse treatment program especially for the Deaf and Hard of Hearing. The treatment includes outpatient treatment (OP) and intensive outpatient (IOP) treatment with optional domiciliary care. The program tailors traditional treatment models to overcome the unique communication and access barriers faced by those with hearing problems. The program is open to any Michigan resident. The staff is fluent in sign language and is able to provide a full range of treatment services using adaptable apparatuses.
CORRECTIONS RELATED SUBSTANCE ABUSE PROGRAMS:
In partnership with the Michigan Department of Corrections (MDOC), the Harbor Light offers the MDOC Residential Program in Detroit, Macomb and Monroe for men and women with a legal status. The program offers a 30 to 90 day treatment program which features individual, group and didactic therapy sessions as well as personal case management. Men and women are placed in the program through referrals from the Michigan Department of Corrections.
The MDOC Outpatient Program is offered in Detroit, Macomb and Monroe. Counseling services include a pre-treatment phase, early intervention and long term individualized treatment planning based on individual needs. Therapy sessions include individual, group and didactic lectures. Men and women in the program are referred by the Michigan Department of Corrections.
The Harbor Light sites in Macomb and Monroe offer an Office of Community Corrections (OCC) Residential Program. The program's length of service is up to 90 days and is appropriate for men and women with no pattern or criminal record of violent offenses. Clients are referred by the Community Corrections staff.
The Monroe Harbor Light offers two programs that specifically focus on the relationship between substance abuse and criminal behavior. The first is the In-Jail Cognitive Behavioral Treatment Program. This program provides men and women whose sentence in up to 6 months, 9 weeks of IOP treatment by a therapist who is trained in criminological behavior. The second is the Monroe County Jail Inmate Dormitory program which allows men and women whose sentence is up to 6 months, 4 weeks of therapy and aftercare services that focus on changing the cognitive behavior that has led to the individual's life crime and substance abuse.
The Macomb Harbor Light offers a Relapse Intervention Program. This 12 day intensive residential treatment program is appropriate for men and women with no pattern or criminal record of violent offenses and who have successfully competed at least one prior treatment program
HARBOR LIGHT EMERGENCY SERVICES:
Since 1988, The Bed & Bread Club trucks have taken compassion to the streets of Detroit's poorest neighborhoods. Every day of the year, the Bed & Bread trucks serve hundreds of meals to children, adults and seniors who would otherwise go hungry. The Bed and Bread trucks have routes that comprise the areas in Detroit that have a demonstrated need. Referrals are given for additional assistance including housing and substance abuse treatment as necessary. The trucks run 365 days a year and add additional routes to provide low-income children's with a nutritional lunch during the summer months
The Detroit Harbor Light site administers an Emergency Assistance Program which provides food boxes, utility assistance and Holiday assistance for seniors and low-income / homeless families and individuals.
HARBOR LIGHT HOUSING ASSISTANCE PROGRAMS:
The Target Home program was started in 1996, and helps homeless people and families find and maintains places to live. Each person in the program is given case management services to help him or her avoid a return to living on the streets. Target Home is funded by The U.S. Department of Housing and Urban Development (HUD) and the Michigan State Housing and Development Authority (MSHDA).
Emergency Shelter is available to provide temporary residence for single men, women and families who are homeless. Each resident is able to work while in the shelter but must be and remain drug/ alcohol free. Case management services are available to link with other community resources to meet the needs of each resident.
The More House program provides transitional housing for Macomb County residents recently released from a correctional institution. Persons are referred through the Michigan Prisoner Re-Entry Program and are provided substance abuse counseling which focuses on changing criminal behavior.
LEGAL ASSISTANCE:
The William Booth Legal Aid Clinic is located within the Harbor Light System's Acres of Hope campus in Detroit. The clinic provides legal services to Harbor Light clients as well as individuals in the Metro Detroit area who are at or below the poverty level. The legal staff consists of practicing lawyers and senior law students who are able to represent clients in court proceedings. Some of the cases handled by the WBLAC include, but are not limited to, custody issues, landlord tenant disputes, and social security and disability issues.
THE SALVATION ARMY PASTORAL CARE SERVICES:
The Salvation Army, an international movement, is an Evangelical part of the Universal Christian Church. Its message is based on the Bible. Its ministry is motivated by the love of God. Its mission is to preach the gospel of Jesus Christ and to meet human needs in His name without discrimination.
Persons enrolled in Harbor Light programs have access to spiritual counseling, spirituality awareness, and Bible Study as part of their continuum of care. Both male and female pastoral care officers are available to counsel any client who seeks their services. In Detroit, worship services are available on site every week, with separate fellowship sessions for men and women throughout the week. Children whose parents are enrolled in the program are eligible to attend free vacation bible school each summer. Clients are allowed to bring their families to worship with them on Sundays.
